Sets landlord incentive amounts at $500 monthly per eligible individual and $1,000 monthly per eligible family, paid directly by local social services districts.

Requires landlords to maintain habitability standards (meeting local housing codes), enter leases for minimum one year, and only terminate for good cause with 90-day notice for non-renewal; violations result in reimbursement of incentives to the state.

Makes dwelling units subject to inspection before lease signing, annually thereafter, and upon tenant request, with incentives withheld until habitability standards are met; state funds cover 100% of incentive costs not covered by federal reimbursement.
