Authorizes the Adjutant General to present a "New York State Vietnam War Service Medal" to eligible veterans on behalf of the New York State Legislature.

Eligibility requires: New York State citizenship (current or at time of service), service in U.S. Armed Forces during November 1, 1955 through April 30, 1975 in the Vietnam War, and honorable discharge or release under honorable circumstances.

Each recipient may wear a ribbon with colors and design selected by the Division of Military and Naval Affairs for each succeeding star earned.

In case of a recipient's death, the medal may be presented to a designated representative of the deceased.

The Adjutant General, in consultation with the Director of the Division of Veterans' Affairs, shall establish rules and regulations for proper presentation and distribution of the medals.
