Amends Mental Hygiene Law Section 13.17 to add "suspension of service" alongside closure and transfer as covered events for state-operated individualized residential alternatives (IRAs)

Requires the commissioner to provide notification to the temporary president of the senate, speaker of the assembly, and impacted labor organization representatives at least 90 days prior to closure, transfer, or suspension of service, except in exigent circumstances affecting resident health, safety, or welfare

Mandates the commissioner make reasonable efforts to confer with affected workforce and other appropriate parties to inform them of the proposed closure, transfer, or suspension of service plan

Takes effect immediately upon enactment
