Requires care providers in cities, towns, and villages with populations under one million in counties that have designated a non-law-enforcement agency as the primary domestic violence agency to provide domestic violence support information or file reports when they suspect domestic violence.

Defines "care providers" broadly to include physicians, nurses, social workers, teachers, school officials, mental health professionals, law enforcement, and numerous other professionals who encounter individuals in professional capacities.

Prohibits employers from taking retaliatory action against employees who report suspected domestic violence and bars institutions from imposing conditions like prior approval on staff members filing reports.

Requires employers to provide all employees with written information about the reporting process, and mandates annual trainings for care providers on recognizing signs of domestic violence.

Directs the Office for the Prevention of Domestic Violence to create a standardized reporting form and maintain a website with resources, and requires primary domestic violence agencies to update support materials every two years.
