Establishes requirement for New York State to develop a master energy plan achieving 100 percent fossil fuel-free electricity generation by 2030 (if practicable) or no later than 2040, with required reporting if the 2030 target cannot be met.

Expands the State Energy Planning Board to include three additional representatives each from the Assembly Speaker and Senate President with expertise in climate change mitigation, environmental justice, energy planning, labor, and public health.

Reorganizes state energy planning into nine regional planning councils (instead of two regions) with enhanced input from community organizations focused on climate change, environmental justice, and public health.

Prohibits the state energy plan from including provisions for new fossil fuel infrastructure, fossil fuel pipelines, or fossil fuel-based electricity generation or storage facilities.

Adds private right of action allowing any person to enforce the plan's provisions and removes exemptions allowing state agencies to act inconsistently with the energy plan based on changed circumstances.
