Creates a temporary "office of mental health housing program evaluation commission" with nine members appointed by legislative leaders and the governor to evaluate mental health housing programs operated by the New York State office of mental health.

Requires the commission to analyze occupancy levels, funding, and staffing models for scattered site supportive housing, licensed community residences, licensed treatment apartments, and other supportive housing programs by county over the previous five years.

Directs the commission to assess client acuity and needs, evaluate staffing adequacy, and determine whether the mental health system can meet clients' needs across all programs by county.

Mandates the commission submit a report with findings and legislative recommendations to the governor and legislature no later than October 1, 2020.

Members receive no compensation but are reimbursed for actual and necessary expenses, with the governor's appointee designated as chair.
