Requires courts and the Board of Examiners of Sex Offenders to apply a validated risk assessment instrument in addition to guidelines when determining sex offender designation levels and community notification requirements.

Mandates that the risk assessment instrument be periodically subjected to empirical re-validation to ensure continued predictive accuracy.

Establishes a statewide database of sex offender recidivism statistics maintained by the Board in consultation with the Department of Corrections and Division of Criminal Justice Services.

Requires the Board to conduct retroactive studies at least every five years to evaluate the predictive value of the risk assessment instrument and report findings and recommendations to the governor and legislature within two years of the law's effective date.

Takes effect 180 days after becoming law.
