Creates a Women Veterans Advisory Committee consisting of five members appointed by the Governor, temporary president of the Senate, Speaker of the Assembly, and both minority leaders, each member must be a woman veteran with an honorable discharge.

Requires appointment considerations including recommendations from the director of veterans' affairs, geographical and cultural diversity representation, and level of activity in the veteran community.

Committee must meet at least four times per year, elect a chair from its members, and members serve four-year terms after initial appointment with per diem and travel expense reimbursement.

Designates committee responsibilities to locate and educate women veterans, determine their unique needs, conduct outreach events, advocate for benefits, and make annual recommendations to the Governor and Legislature.

Requires the committee to submit an annual report by February 15th to the Governor and Legislature detailing demographics, contributions, needs, and steps to improve support for women veterans programs.
