Amends executive law to allow state agencies discretionary authority to provide state or local public benefits to individuals who would otherwise qualify but are ineligible solely due to immigration status restrictions under federal law (8 U.S.C. 1621).

Amends general municipal law to grant municipalities, counties, cities, towns, villages, school districts, boards of cooperative educational services, and boards of higher education in cities with populations exceeding one million the discretionary authority to provide such benefits regardless of immigration status.

Amends public authorities law to authorize state and local authorities to provide state or local public benefits to otherwise eligible persons regardless of immigration status.

Takes effect immediately upon enactment.
