Requires voice service providers to implement the STIR/SHAKEN authentication framework (or comparable alternative technology) within 12 months of the bill becoming law to verify and authenticate caller identification in internet protocol networks.

Defines "voice service" to include any service interconnected with the public switched telephone network that furnishes voice communications using the North American Numbering Plan, including internet protocol-based services and facsimile transmissions.

Establishes civil penalties of not less than $10,000 and no more than $100,000 for each violation, with each day of continuing violation counted as a separate offense.

Authorizes the Attorney General or Public Service Commission to seek injunctions and enforce penalties, and empowers the Department of Public Service to request documents and issue subpoenas to compel compliance.

Grants the Public Service Commission and Department of Public Service authority to promulgate rules and regulations to implement and enforce the requirements.
