Amends Public Health Law Section 3309 to expand the definition of "opioid antagonist recipient" to include any person or entity, replacing a limited list of specific institutions.

Defines "entity" to include schools, libraries, restaurants, bars, retail stores, shopping malls, barber shops, beauty parlors, theaters, sporting/event centers, inns, hotels, and motels.

Provides liability protection for recipients, opioid overdose prevention programs, persons or entities, and their employees who use opioid antagonists in good faith compliance with the law, shielding them from criminal, civil, or administrative liability.

Takes effect immediately upon enactment.
