Prohibits public entities from altering, destroying, reconfiguring, adjusting, changing, modifying, or moving veterans' memorials unless reasonably necessary.

Requires public entities that have created or accepted veterans' memorials to maintain them in a reasonable manner.

Defines a memorial as any park, monument, field, building, structure, artwork, tablet, plaque, or other structure donated to or constructed by a public entity as a tribute to veterans of any U.S. war, conflict, police action, or New York National Guard service.

Mandates that public entities cannot restrict public access to memorials except as reasonably necessary.

Takes effect immediately upon enactment.
