Requires the Labor Department Commissioner, in consultation with the Education Commissioner and Superintendent of Financial Services, to develop a notice, pamphlet, or written materials regarding student loan repayment responsibilities and options.

Materials must include information about federal student loan consolidation and alternative repayment plans, including income-based programs that do not require consolidation.

Materials must direct borrowers to the Department of Financial Services' student lending resource center at www.dfs.ny.gov/studentprotection.

Mandates every employer in New York provide the developed notice to any person hired on or after the effective date of this section.

Defines "student loan" as any loan to finance post-secondary education or related expenses, and "borrower" as New York residents who have received or agreed to pay a student loan or share legal obligation for repayment.
