Directs the commissioners of the Office of Mental Health, Department of Health, and Office of Alcoholism and Substance Abuse Services to establish and jointly chair a workgroup to analyze ambulatory patient group rates and commercial insurance rates for behavioral health services.

Workgroup membership must include representatives from professional associations for substance use and mental health providers, peer and recovery-based programs, medicated assisted treatment providers, children's behavioral health providers, hospital associations, behavioral health consumers and family members, and additional stakeholders as deemed necessary, with equal geographic representation selected by the governor, speaker of the assembly, and temporary president of the senate.

Requires the workgroup to develop a report with recommendations on rate adequacy for Medicaid managed care and Child Health Plus, actual costs of care for behavioral health services, alternative reimbursement models, and necessary policy or fiscal resources.

Report must be submitted to the governor, speaker of the assembly, and temporary president of the senate no later than October 1, 2021.

Takes effect on the ninetieth day after enactment.
