Expands requirement to check the Justice Center's register of substantiated category one abuse or neglect cases to include overnight, summer day, and traveling summer day camps for children, and certain other providers of services to vulnerable persons.

Prohibits inquiries regarding current employees, administrators, consultants, interns, volunteers, or contractors from being made more than once in any six-month period.

Requires other providers of services (except certain licensing agencies) to prohibit hiring individuals listed on the register if they would have regular and substantial contact with persons receiving care.

Requires facilities and provider agencies to conduct register inquiries before determining whether to hire or allow any person as an employee, administrator, consultant, intern, volunteer, or contractor with potential for regular and substantial contact with service recipients.

Takes effect immediately, with Section 1 taking effect one year after becoming law, and applies to prospective employees and contractors considered for positions involving regular and substantial contact with persons receiving care.
