Amends Correction Law Section 504 to allow the State Commission of Correction to designate jails in other counties for inmate confinement for programmatic purposes, in addition to existing grounds like unsafe facilities or disease outbreaks.

Requires consent from the inmate and involved sheriffs before transferring an inmate to another county's jail for program participation.

Allows the State Commission of Correction to designate an alternative jail by written instrument filed with the county clerk, with the designated facility becoming the jail for all intents and purposes.

Permits amendments, modifications, or revocation of jail designations through subsequent written instruments filed with the county clerk.

Takes effect immediately upon enactment.
