Creates a new Division for Mental Health Treatment Equity within the mental hygiene law, staffed by a full-time director and additional personnel as deemed necessary by the commissioner.

Establishes a 12-member Advisory Council on Mental Health Treatment Equity appointed by the governor (with recommendations from the senate president and assembly speaker), with the commissioner or designee as chairperson.

Directs the division to analyze treatment disparities, develop equity strategies, conduct community outreach, and review laws and policies affecting vulnerable populations in racially and ethnically diverse areas.

Defines vulnerable populations as those experiencing injustices based on race, ethnicity, sexual orientation, gender identity, disability status, age, military status, socioeconomic status, or other similar factors.

Takes effect on April 1, 2020.
