Establishes the "Long Island public school solar and geothermal act" authorizing grants of $200,000 each to fifty public school districts in Nassau or Suffolk counties for purchasing and installing photovoltaic solar panels or ground source heat pump systems.

Requires school districts applying for solar panel grants to submit a plan for installing panels on a minimum of fifty percent of suitable roof space on buildings eligible for state building aid.

Makes grants available for thirty months from the date of successful application by a school district.

Prohibits reduction of state education aid to grant recipients based on savings from lower utility costs resulting from the renewable energy installations.

Appropriates $10,000,000 from the state general fund to the New York State Energy Research and Development Authority to implement the program, effective April 1, 2020.
