Requires all interrogations of children in juvenile delinquency proceedings to be video recorded when conducted at facilities designated by the chief administrator of the courts as suitable for questioning juveniles.

Recording must include the giving of rights notices and any rights waivers, with persons identifiable and speech intelligible, following standards established by the Division of Criminal Justice Services under Criminal Procedure Law section 60.45.

Recorded interrogations must be provided as discovery to the child's legal representatives pursuant to Family Court Act section 331.2.

Adds video recording compliance as a relevant factor for courts to consider when determining the suitability of questioning and reasonable questioning duration for children.

Becomes effective November 1st of the year following enactment and applies only to statements made on or after that date.
