Amends the Social Services Law to modify reimbursement rates for residential domestic violence shelter programs certified by the department.

Removes language limiting reimbursement responsibility to only those social services districts "financially responsible for a victim of domestic violence."

Requires local social services districts and residential programs to be reimbursed at 100 percent for any additional costs incurred providing shelter and services to domestic violence victims resulting from amendments made in Part J of Chapter 56 of the Laws of 2019.

Stipulates that state funds used for such reimbursements shall not reduce expenditures provided for state services eligible under Title XX of the Federal Social Security Act.

Takes effect April 1, 2020.
