Defines "short term crisis respite" as short-term residential care for individuals experiencing escalating symptoms or emotional crises that cannot be managed in their home or community environment.

Defines "intensive crisis respite" as short-term residential care for individuals facing behavioral health crises with imminent risk of functional loss or safety concerns.

Requires the Commissioner to report to the Governor, Speaker of Assembly, and Senate Temporary President within one year on program prevalence by county, number of individuals served monthly, admission factors, mental health diagnoses, and referral sources.

Mandates reporting on the percentage of individuals diverted from inpatient or emergency room care for at least 30 days post-discharge, types of services and staff training provided, and identification of regions needing program expansion.

Authorizes the Commissioner to request assistance from local mental health programs, state agencies, and local hygiene directors to complete the required report.
