Requires the Metropolitan Transportation Authority to develop criteria for prioritizing subway stations for accessibility improvements in its capital program plans.

Criteria must include citywide geographic coverage, transit transfer options, annual ridership volume, census data for seniors and disabled populations, poverty rates, residential density, and proximity to medical centers, schools, parks, business districts, cultural hubs, and senior centers.

Mandates the MTA make both the prioritization criteria and the methodology used to establish them publicly available.

Takes effect immediately upon enactment.
