Creates a temporary state commission with 14 members to study and make recommendations on violence in state correctional facilities, with emphasis on changes in violence levels and their causes.

Commission membership includes the DOCCS commissioner (chair), mental health commissioner, three union representatives, John Jay College president, Correctional Association executive director, Prisoner's Legal Services director, and six additional members appointed by the governor, senate president, and assembly speaker.

Members receive no compensation but are reimbursed for actual and necessary expenses, and have unrestricted access to all state correctional facilities and unredacted documents (subject to confidentiality restrictions).

Commission must publish final findings and recommendations to the governor, legislature, and relevant committee chairs no later than two years after the act's effective date.

Act takes effect immediately and expires two years after enactment.
