Directs the New York Commissioner of Health to conduct a study on unmet health needs of pregnant women and the impact of limited service pregnancy centers on access to comprehensive reproductive and sexual health care services.

Defines "limited service pregnancy centers" as facilities primarily serving pregnant or potentially pregnant clients that are not state-licensed health care facilities and do not provide or refer for the full range of comprehensive reproductive and sexual health care services covered by Medicaid, including contraception, STI testing and treatment, abortion care, and prenatal care.

Requires limited service pregnancy centers and related entities to provide data to the study including government funding sources, services offered, client demographics, whether they misrepresent themselves as medical facilities, delays in care, and information about medical staff and client records.

Establishes a nine-member temporary taskforce with geographic representation, including members appointed by the Governor, Senate President, and Assembly Speaker, to support study development and recommend solutions to address identified service gaps.

Requires the Commissioner to issue a final report to the Governor and Legislature within 18 months of the act's effective date, with findings and policy recommendations, using only de-identified aggregate patient information.
