Amends Chapter 239 of the Laws of 1995 to authorize New York City to sell waterfront property and submerged land in Broad Channel, Queens, subject to the waterfront revitalization program review requirements.

Establishes a five-year period (from the 2019 amendment effective date) during which the mayor may authorize sales to adjacent private property owners without competitive bidding, with adjoining parcels limited to 3,000 square feet if the private parcel was purchased before the act's effective date, or equal to the private parcel's area if purchased after.

Defines the authorized lands with specific metes and bounds description totaling approximately 15,245 square feet (1.070 acres) located in the beds of East 12th Road and Church Road in Queens.

Removes references to specific tax blocks (15300-15500) in the original authorization language, replacing them with the detailed land description provided in the amended Section 3.

Sales authorized under this act remain subject to Section 384 of the New York City Charter and must comply with waterfront revitalization program policies established under Executive Law Section 915.
