Creates new Section 168-w of the Correction Law establishing restrictions on custody and visitation rights for certain sex offenders.

Prohibits sex offenders designated as sexual predators, sexually violent offenders, or classified as level two or three risk for crimes involving children from being granted physical or legal custody or unsupervised visitation with children, except in extraordinary circumstances.

Presumes level two or three risk sex offenders ineligible for custody or unsupervised visitation unless they provide clear and convincing evidence that such custody or visitation is in the best interest of the child.

Takes effect on November 1st following the date the bill becomes law.
