Authorizes the town of Clarkstown to make the optional retirement plan under section 384-d of the Retirement and Social Security Law available to four named police officers: Edward Fairclough, Kyle McKiernan, Corry Doyle, and Sean Weaver.

Allows these officers to elect coverage under section 384-d by filing a request with the state comptroller within one year of the act's effective date, despite previously missing the deadline for reasons not attributable to their own negligence.

Requires the town of Clarkstown to bear all past service costs associated with the retirement option change.

Imposes an estimated one-time past service cost of $106,000 (due February 1, 2021) and an estimated annual contribution increase of approximately $24,000 for fiscal year 2021 on the town of Clarkstown.
