Creates a 7-member LGBT youth and young adult suicide prevention task force to examine mental health and suicide prevention efforts for LGBT individuals up to age 24 in New York.

Appoints members as follows: one by the governor (who chairs), two by the senate temporary president, two by the assembly speaker, and two by the health commissioner, with appointments made within 60 days.

Requires all appointees to have expertise in mental health and knowledge of LGBT youth and young adults, with geographic representation across the state.

Tasks the force with studying current mental health practices, recommending improvements, and determining reasons for high LGBT youth suicide rates, with preliminary reports due within 13 months and final reports within 22 months.

Expires 2 years after the effective date, with the task force dissolved and all provisions repealed upon expiration.
