Establishes lifetime annual registration for level one risk sex offenders designated as sexual predators, sexually violent offenders, or predicate sex offenders, or convicted of specified sex crimes under New York Penal Law sections 120.70, 130.35, 130.50, 130.53, 130.65-130.96, 135.05-135.25, 230.06, 230.32, 250.50, 255.27, 263.10-263.30, or equivalent federal crimes.

Requires lifetime annual registration for level one risk offenders convicted of certain sexual abuse provisions (Penal Law §130.20, 130.25, 130.30, 130.40, 130.45, 130.52, 130.55, 130.60) unless the offender was under 21 at time of offense, in which case registration is 20 years unless designated as sexual predator/violent offender.

Allows level one or level two risk sex offenders not designated as sexual predators to petition for relief from registration after 30 years, requiring proof by clear and convincing evidence that registration is no longer necessary.

Permits counties to enact local residency restrictions limiting sex offenders to maximum distances of 1,000 feet from schools and quarter-mile from victims' residences, applicable to level three offenders and those convicted of crimes against minors.

Takes effect 60 days after enactment and applies to all currently registered or future sex offenders.
