Mandates translation of necessary documents, including forms and instructions, into the six most common non-English languages spoken by beneficiaries with limited English proficiency.

Requires interpretation services be offered upon request between the administering entity and individuals in their primary language regarding provision of services or benefits.

Requires services be offered upon request or demonstrated need for individuals requiring assistance due to deafness, blindness, speech impediment, or cognitive impairment.

Directs the department to work with the Office for the Aging to provide translation services to inform low-income and elderly households potentially eligible for food stamps, subject to appropriation.
