Requires the Public Service Commission to conduct a study and report analyzing all time-of-use plans offered by gas and electric utilities operating in New York State.

Report must include time-of-use plans available to residential and commercial customers, price comparisons across utilities, and restrictions on such plans.

Study must address Advanced Metering Infrastructure (AMI) requirements, recommendations for incentivizing AMI adoption, and alternative financing methods for AMI installation.

Report shall examine impacts of increased electric vehicle use during off-peak hours and provide consumer recommendations for efficient plan usage.

Commission must publish findings within 180 days of the law's effective date and submit copies to the Senate Temporary President, Assembly Speaker, and relevant legislative committee chairs.
