Mandates display of a minimum 7" by 5" sign at retail locations warning that sale to individuals under 21 is prohibited and listing alcohol content and health warnings.

Requires manufacturers and distributors to provide written notice and compliance requirements to retailers selling these products at retail.

Excludes alcohol-infused ice cream and frozen desserts from alcoholic beverage regulation when sold to customers 21 years or older, but allows administrative and criminal prosecution for sales to minors.
