Directs the New York Commissioner of Health to conduct a study on blood alcohol content (BAC) estimation devices used by law enforcement agencies.

Study must examine which devices are used, their accuracy, margin of error, and likelihood of inaccurate readings.

Commissioner must submit findings, conclusions, recommendations, and any necessary legislative proposals to the governor and legislature within one year of the act's effective date.

Act takes effect immediately upon enactment.
