Establishes a 12-member task force to study backup energy in New York State, defined as energy provision to residents when utility companies are unable or unwilling to provide service.

Task force shall study current state backup energy capacity, feasibility of battery storage, solar power, wind power, and fuel cells for backup energy, and other relevant information.

Task force must submit findings and recommendations to the governor and legislature within one year of the act's effective date.

Task force membership comprises four members each appointed by the governor, senate temporary president, and assembly speaker, with the governor's appointee serving as chairperson.

State departments and agencies shall provide the task force with facilities, assistance, and data upon request to carry out its duties; members receive no compensation but may be reimbursed for actual and necessary expenses.
