Authorizes the commissioner of mental health to waive rules and regulations of the office of mental health and department of health in conjunction with the commissioner of the office for people with developmental disabilities to remove barriers to collaboration between mental health providers and home care service providers

Permits waivers related to medical assistance reimbursement, service procedures, care coordination, and direct care worker training applicable to mental health and home care providers

Prohibits waiver of regulations pertaining to patient safety and prevents any waivers that would risk patient safety

Applies the waiver authority to programs and services for mentally ill individuals, individuals with developmental disabilities, and individuals with alcoholism, substance abuse, and chemical dependency

Takes effect immediately upon enactment
