Legalizes and validates all actions taken by the Huntington union free school district related to final building cost reports for building projects completed before December 31, 2011, regardless of failure to comply with filing time requirements or other procedural irregularities.

Prohibits the commissioner of education from recovering any penalties from Huntington union free school district for late filing of final cost reports under education law provisions.

Requires any penalties already recovered to be returned to the district as payment for prior years' aid and requires the cost report to be submitted and approved by the commissioner.

Conditions penalty waiver on verification that state funds were properly expended for the building project and that the late filing was an inadvertent administrative oversight with no evidence of fraudulent intent.

Takes effect immediately upon enactment.
