Legalizes all actions and proceedings by Panama Central School District related to final building cost reports for approved building projects completed prior to December 31, 2012, despite failure to comply with filing timelines or other procedural requirements.

Prohibits the Commissioner of Education from recovering penalties from Panama Central School District for late filing of final cost reports under section 31 of part A of chapter 57 of the laws of 2012.

Requires any penalties already recovered to be returned to Panama Central School District as payment of moneys due for prior years under Education Law section 3604.

Conditions penalty recovery on four requirements: the late report must be submitted and approved, state funds must have been properly expended per project terms, and the late filing must have been an inadvertent administrative oversight with no evidence of fraudulent or improper intent.

Takes effect immediately upon enactment.
