Adds new subdivision 3 to Section 1020-s of the Public Authorities Law authorizing the Public Service Commission to enforce audit recommendations when fraud, abuse, or mismanagement is found by a service provider

Empowers the Public Service Commission to order implementation of audit recommendations upon finding reasonable cause exists for indicated findings of fraud, abuse, or mismanagement

Allows the Public Service Commission to specify implementation deadlines for audit recommendations in their enforcement orders

Establishes civil penalties and potential revocation of operating authority as consequences for service provider failure to comply with Public Service Commission orders

Takes effect immediately and applies to all audits conducted on or after the effective date
