Amends Section 405 of the Financial Services Law to expand civil immunity protections for information shared with the National Insurance Crime Bureau.

Extends immunity from civil liability to persons sharing information "relating to insurance fraud as defined in section 176.05 of the penal law" with the National Insurance Crime Bureau.

Redefines the National Insurance Crime Bureau's purpose as dedicated to "the prosecution of insurance fraud and vehicle crime" rather than investigation and enforcement of banking or insurance law violations.

Maintains existing immunity protections for sharing information about suspected violations with law enforcement, other regulated persons, and state fraud investigation agencies.

Takes effect on the same date as the 2019 law (S. 3505-A and A. 3214-A) that originally established these immunity provisions.
