Allows pharmacists to partially fill prescriptions for Schedule II, III, IV, and V controlled substances at the request of either the prescriber or patient.

Requires partial fills to be recorded in the same manner as refills, with the remaining quantity dispensable only once and in accordance with directions for use.

Amends Education Law section 6816 to clarify that partial filling of controlled substance prescriptions under Public Health Law section 3333 does not constitute illegal dispensing or a violation of pharmacy regulations.

Takes effect on January 1st following the date the bill becomes law, with regulatory agencies authorized to implement necessary rules immediately upon enactment.
