Adds provision to Social Services Law allowing parents or non-parent caregivers to exclude children from the public assistance household and disregard that child's unearned income when determining eligibility and benefit amounts.

Removes requirement that minor siblings must be included in the public assistance household, allowing their exclusion at the discretion of the parent or caregiver.

Clarifies that individuals receiving federal supplemental security income benefits, those receiving additional state payments, and siblings/cousins are not required to be included in the public assistance household.

Becomes effective 180 days after enactment or upon certification by the Commissioner of the Office of Temporary and Disability Assistance that the necessary information technology system is in place, whichever occurs first.
