Repeals section 341 of the social services law and renumbers section 341-a to section 341, removing the limitation that applied these provisions only to cities with populations of one million or more people.

Requires social services districts to issue a re-engagement notice to participants who fail or refuse to comply with work requirements, giving them ten days to request re-engagement and explaining grounds for good cause and acceptable evidence.

Establishes a conciliation procedure where disputes over work activity participation are mediated by an independent entity or designated trained supervisory staff, with fair hearing rights available if disputes cannot be resolved; no sanctions may be imposed during re-engagement.

Repeals section 342 of the social services law and renumbers section 342-a to section 342, removing the city population limitation and establishing ineligibility and pro-rata benefit reduction procedures for non-compliance with work requirements.

Takes effect April 1 following the date the bill becomes law.
