Requires the governor's annual budget submission to include statements of any new legislation, amendments to legislation, or limitations on legislation contained in the budget.

Mandates that new legislation, amendments, or limitations in bills submitted under the budget process be separately stated to enable the legislature and governor to act on those matters independently.

Expands the legislature's authority to modify appropriations bills by allowing additions, deletions, modifications, or substitutions of items (including legislative provisions), with such changes separately and distinctly stated.

Provides that legislative deletions of new legislation, amendments, or limitations submitted by the governor are not subject to gubernatorial approval, unlike other legislative modifications.

Simplifies the rule on legislative consideration of appropriation bills, allowing the legislature to consider other appropriation bills regardless of whether it has acted on the governor's bills.
