Redefines "substantial completion" in construction contracts to mean the project state when work is sufficiently complete for the public owner to occupy or utilize it for its intended use, replacing the previous "are substantially completed" language.

Requires public owners to submit a written list of all remaining items to be completed within 45 business days after substantial completion is reached.

Mandates contractors submit a written list of remaining items to subcontractors within 7 calendar days of receiving the public owner's list, which may include additional items beyond those on the public owner's list.

Establishes different substantial completion definitions for school districts and boards of cooperative educational services, requiring certification by architect or engineer that construction is code compliant and substantially complete.

Applies to all contracts entered into on or after the effective date and amends both the State Finance Law and General Municipal Law regarding contractor payment provisions.
