Amends election law to change the timing window for boards of elections to send voter registration check communications from 65-70 days before primary elections to 85-90 days before primary elections.

Requires the mailed communication to notify voters of election dates, polling locations, absentee ballot procedures, accessibility information, and registration services available by phone.

Allows boards of elections to send a single communication to a household with multiple registered voters instead of individual communications to each voter.

Takes effect immediately and expires December 31, 2020.
