Authorizes the Town of Newburgh in Orange County to establish a special road improvement district in the Ridge Hudson Valley development area pursuant to Town Law Articles 12 and 12-A.

Identifies 18 specific tax parcels by section-block-lot reference numbers that comprise the Ridge Hudson Valley development area eligible for the district.

Authorizes the district to provide earthwork, site preparation, construction, repair, reconstruction, and maintenance of roads and related improvements within and around the development area in accordance with Town of Newburgh development criteria.

Requires all road construction, reconstruction, and maintenance to comply with Highway Law provisions, New York State Department of Transportation procedures, and obtain applicable DOT consent.

Amends Town Law Section 202-c to allow the Town Board of Newburgh to modify, extend, merge, or combine lighting districts without petition after public hearing, provided no district was established less than one year prior and carries no outstanding debt.
