Establishes a statewide "green alert" system for missing military members who are current or former U.S. Armed Forces members (including National Guard and reserves) and have enrolled in the program.

Alert activation requires verification that the missing military member has a mental illness (including PTSD), traumatic brain injury, and that their disappearance poses a credible threat to their health or safety or another's health and safety.

State director of homeland security coordinates the alert system and adopts rules including procedures for law enforcement verification, reporting requirements, media notification protocols, and privacy guidelines compliant with HIPAA.

Department of Transportation must establish a plan to disseminate alert information through dynamic message signs across the state, though is exempt if federal highway funding would be jeopardized.

Military members may opt out of the green alert program through a procedure established by the division, with opt-out forms available in hard copy and online.
