Amends the Mental Hygiene Law to require every certified treatment program to notify patients of their right to identify individuals to be contacted in case of emergency.

Defines "emergency" as determined by the commissioner.

Directs the Office of Addiction Services and Supports to develop guidelines encouraging certified treatment programs to work with patients to identify individuals who can assist in treatment and recovery, including emergency contact persons.

Guidelines must include recommended protocols for communicating with emergency contacts.

Takes effect 120 days after becoming law, with guidelines development authorized to begin immediately.
