Establishes the autism detection, education and mapping program within the board to promote screening, detection, and public education about autism, and to map the geographic frequency of autism occurrence throughout the state.

Requires a statewide public education campaign covering general community education, autism screening services, and information about insurance coverage and available programs.

Authorizes grants to approved organizations including hospitals, health maintenance organizations, autism-focused organizations, and county or city health departments to provide autism screening, detection, counseling, referral services, and data collection for mapping purposes.

Requires the board to develop implementation recommendations ensuring integration with existing healthcare providers, maximization of third-party reimbursement, and data collection on autism occurrence across different state locations.

Mandates annual reports to the governor and legislature detailing the program's operations, detection and mapping results, and recommendations for addressing high autism incidence in the state, effective 90 days after the law takes effect.
