Establishes a veterans legal services assistance fund under joint custody of the state comptroller and the commissioner of the department of taxation and finance.

Fund consists of appropriated moneys, required payments, and donations.

Moneys available for reimbursing not-for-profit providers and their employees for criminal and civil legal services provided to veterans in New York state.

Requires legislative appropriation before funds can be used.

Takes effect immediately upon enactment.
